This album [bandtoband.com] http://bandtoband.com/index.php?Page=Search&AlbumId=3600 is by "Sammy Hagar And The Waboritas". The exact same lineup released a live album called "Live Hallelujah". However, it was released by "Sammy And The Wabo's". Does this justify a new band or is this a trivial name change?

I think this is a new name.

This is certainly a new band despite being essentially the same thing as that is not a trivial name change.
