[x] Rules 3.0

As per the Charity Supergroups thread and Mrpomp's tenacity to include Band Aid, I've ammended Rule 7. I've also updated the numbering to 3.0 because I was running out of the 2.x block and since a major rule had been altered I figured now was the time to jump to the next number. Enjoy.
