Many sites for the reissue of F-Word's "Like It Or Not · Live" (1978) claim that "Steve Effete" was an alias for Steve DePace and "Dutch Schultz" for Russell Wilkinson (Will Shatter), who would both go on to found Flipper:

Looks like Steve Offut and David Schultz. There is a discogs page that agrees with that:

If you click on "more images" there's a picture of the back cover. It's kind of hard to tell because the pic is so small (and enlarging it makes things less clear) but it appears to say "Steve Offut aka Steve Effete" and "David Schultz aka Dutch Schultz".
On top of that, Steve DePace is a drummer while Effete was a bass player. Vice versa for Shatter & Schultz.
