needed: troubleshooting page for contributors.

what if we had a new forum page, or a new tab up the top (next to Forums / Rules / Help but only viewable by members), or a more detailed Instructions link (on the Add Album page) that concisely collected some info that we use when adding/verifying albums.
for example, pages such as these which i'm constantly searching the forums for:

(the master list of country markers)

(the conflicting crediting problem-sorterouterer)

... kinda like a non-editable rules page/troubleshooter/FAQ that just concerns us contributors...?
