[ ] Forum topic sorting

Forum topics don't seem to be reliably sorted -- we don't always get the topic with the most recent comment at the top. For instance, Wiki World currently has these as the top topics:

The BandtoBand Band
Latest: Bloopy · 5 months ago

[ ] talk about yourself here
Latest: Bloopy · 2 days ago

Security
Latest: Bloopy · 4 weeks ago

etc.

The 5 months ago one is because I edited my last post in the thread.
